Local Management of Regional ECEC
Many Early Childhood Education and Care (ECEC) services in small regional towns are managed by volunteer Committees and local governments who face a significant administrative burden in a highly regulated and challenging sector.

The REED model provides a solution that benefits communities, children and staff, recognising that:
- Access to contemporary, high quality and sustainable ECEC services in regional areas is essential for attracting and retaining essential workers and their families, and
- All children have the right to access high quality early childhood education and care.

Our Unique Cluster Model
Services are grouped into “Clusters,” with a dedicated Cluster Manager who travels between centres, providing on-the-ground support and mentorship to staff. Administrative tasks, including the significant regulatory and compliance work, is managed by a central team achieving efficiencies through economies of scale. By merging with REED, regional services are more financially viable, costs to families remain affordable, and educators are provided with ongoing industry-specific professional development and support and the opportunity for structured career progression and secure long-term employment opportunities across REED’s services.

The Merger Process
Every service is unique, and we have a dedicated team to support Shires and Committees throughout the process, which generally follows these three steps:
Step 1
- Engage with potential service
- Formal proposal letter
- Conduct due diligence on background of potential service
- Present proposal to the
- Board for consideration
- Board resolve to pursue merger with service
Step 2
- Merger Agreement signed
- Lease Agreement negotiated
- ECRU applications incl. transfer of approved provider, service approval and CCS
- Commence onboarding process (staff and families)
Step 3
- Committee commence process to apply for voluntary cancellation
- Submit application toDEMIRS
- Cancellation of Association (applies to community-based services only)

Has and will continue to maintain transparency and high standards of governance and accountability.
Works to retain merging service Educators who are welcomed and valued as part of the REED community.
Retains merging service prevailing hours and operating days (subject to ongoing demand).
Values existing relationships with other local community groups, e.g. Playgroups.
Recognises the importance of partnerships with local governments.
Provides standardised fees and staffing conditions across all REED services.
Has a proven track record in merging ECEC services.
